The MTUF loyalty program is a set of privileges aimed at improving the well-being of Moscow Trade Unions’ members by obtaining special conditions for the purchase of goods and services.
Trade Unions's members get the privilege card and can use it more than 10 different categories (food, culture, medicine, education etc) with discounts and promotions up to 70%.
More than 60 partner companies take part in this program.
Moscow Trade Union Federation pays great attention to improving the skills of its employees, Trade Unions members, youth activists of various organizations and other specialists.
More than 17,000 people from Moscow and other Russian Federation regions are trained annually at the MTUF Training and Research Center. Among them are representatives of the parties of social partnership, youth activists of administrative districts, student organisations and youth movements, students of Moscow colleges and lyceums, legal inspectors, Health and Safety specialists, representatives of HR services, accountants. The MTUF Training and Research Center has developed special training system for each category of students.
The MTUF Central Trade Union Courses also organize the training by educational programs for improving the skills of Trade Unions activists according to the priority areas of primary Trade Union organisations activity: Trade Union management, social partnership, Health and Safety, human rights activities. The training programs are designed for different periods and levels of professional skills.
More than 80 groups are trained annually at the Courses. The main categories of students are the primary Trade Unions’ chairmen of enterprises, organisations of various Moscow industries, as well as: Health and Safety inspectors of MTUF, MTUF affiliates, primary Trade Unions organisations, directors of suburban children's recreation camps, youth Trade Union activists.
The educational process is carried out by a lecture group that includes teachers and researchers of Moscow educational institutions, MTUF managers and staff, representatives of Federation of Independent Trade Unions of Russia (FNPR), Training and Research Center’s lecturers.
Also field seminars are held at Moscow enterprises and organisations within the framework of the special program "School of Trade Union Activists " and by the request of MTUF Affiliates. The main difference of such classes is their thematic focus that allows students to competently deal with the issues arising in the enterprises on implementation of the labour law regulations.
The training system is being improved constantly. Students participate in psychological trainings, business games, online and offline discussion platforms and webinars in addition to lectures, seminars and practical classes.
Interaction with young people is one of the most important aspects of human resources policy, organisational strengthening and innovative development of the Trade Union movement. Involvement of young people to the Trade Unions, developing social and sports programs, rejuvenating the Trade Union staff and popularising the Trade Union movement among young people are the main goals of the MTUF youth policy.
To intensify the work of the youth activists MTUF youth policy Strategy was adopted and is being implemented, Youth Council interacts with the youth councils of affiliated organisations actively.
The Strategy implementation Plan includes measures on creation a stable motivation for conscious Trade Union membership, development a system of socio-economic and legal protection of young people, increasing skills of youth in profession and in Trade Unions, organising cultural, sports and recreational activities for young people and young families.
Youth educational forums and meetings, the Competition "Young Trade Union Leader of Moscow" - are a good starting point for the realising of an individual development program.
Youth Union activists regularly trained at MTUF Training and Research Center, Central Trade Union Courses and participate in social, sports and youth city programs and in projects of Trade Unions of Russia as well.
Guarantees of workers' labor rights to healthy and safe work and their implementation is one of the main tasks of Moscow Trade Union Federation.
MTUF collaborate with the capital Prosecutor's Office and the State Labor Inspectorate of Moscow in the field of health and safety, the environment, insurance against accidents at work and occupational diseases.
Moscow Trade Union Federation controls the observance of labour legislation, the implementation of collective agreements in city organisations, participates in the investigation of accidents at work and ensures the safety of children in children's recreational camps.
MTUF also gives suggestions for the Moscow Tripartite Agreement between the Moscow Government, Moscow Trade Union Federation and the Moscow Confederation of Industrialists and Entrepreneurs (Employers) and keeps control over its implementation. MTUF takes part in developing programs on occupational safety and environment protection, on social measures to protect workers suffered from accidents at work; in the development of regulatory legal acts on occupational safety and environment, adopted at the level of Moscow and at the federal level.
MTUF Labour Inspection provides consultation on occupational safety and environmental issues to primary trade union organisations, to labor protection commissions, participates in training of trade union activists and health and safety specialists from organisations.
In order to prevent industrial injuries, to reduce their level and to improve working conditions and occupational safety, MTUF works closely with the media and informs employees about changes in occupational safety legislation.
Moscow Trade Union Federation is a permanent participant of the exhibition “Occupational safety in Moscow” and the Occupational health and safety International Exhibition.
The most important activity of Moscow Trade Union Federation is the economic protection of workers.
As part of the social partnership system MTUF coordinates the development and negotiation of the Moscow Tripartite Agreement between the Moscow City Government, Moscow Trade Union Federation and Moscow Association of Employers. MTUF oversees implementation of this Agreement in the field of industrial policy, of employment, wages of Moscow workers, regulation of foreign labour, timely payment of wages, pensions and benefits, payment of employers' contributions to off-budget funds and in the field on the creation of jobs for youth and for people with disabilities.
MTUF ensures the participation of Moscow Trade Unions in the work of the Moscow Tripartite Commission for the regulation of social, labour and economic relations.
In order to increase the prestige of mass professions and the social responsibility of employers, to share experience in creating working conditions for employees with family responsibilities and disabilities, MTUF participates in organising and conducting city professional skills competitions: "Moscow Masters", "Moscow Abilimpix Championship", "Best Collective Agreement", "Best Employer”, “City for everybody” and others.
A priority of the Moscow Trade Union Federation is to protect the social and labour rights and professional interests of Trade Union members and to provide legal assistance to Trade Union members and MTUF affiliates.
In the current economic conditions employees are often faced with illegal dismissals, non-payment of wages, non-compliance with the Labour Code and collective agreements, employers' unwillingness to pay for overtime work or attempts to impose additional responsibilities on employees under threat of dismissal.
Where can an employee get help in such a situation? Usually the workers have to deal themselves with legal issues. But not everyone has the possibility to pay for a highly qualified lawyer. That’s why Moscow Trade Union Federation has a legal service that provides free legal consultation by phone or personally at the MTUF Legal Department.

Social partnership is a system of relations between employees, employers, local state authorities aimed at ensuring the coordination of the interests of employees and employers on the issues of regulating labor and other directly related relations.
The history of Moscow social partnership began in 1991 when a bilateral Agreement between Moscow City Executive Committee and Moscow Trade Union Federation for 1991 was signed.
The Moscow Tripartite Agreement has been concluded in accordance with the Labor Code and the Moscow Law № 4 "About social partnership in Moscow" since 1993.
Moscow Government, Moscow Trade Union Federation and Moscow Confederation of Industrialists and Entrepreneurs (Employers) agree on the entire spectrum of social and labour and related economic relations between employers and employees within the framework of the city social partnership system during the negotiations on the development and conclusion of the Agreement.
The Agreement includes mutual obligations of the parties on sustainable functioning and further development of Moscow economy’s branches, provision and expansion of state guarantees of employment and social protection, workers’ wages, health and safety, regulation of foreign citizens’ and youth labor based on principles of social partnership.
Control over the implementation of the Moscow Tripartite Agreement is carried out by the parties of the social partnership city system on an ongoing basis.
